Create a survey project or select one from the Projects screen then in this survey navigate to the Reports tab at the top.
You don’t
As mentioned above, because you can build widgets based on responses in other surveys, you don’t necessarily need to have collected responses in this survey to use the Reports tab unless you plan to use these responses in your reportthe survey project you’re using for the report.
However it makes sense to create the report in the survey project that holds the most responses you will be using.

Qualtrics will then create an empty report.
