As at October 2023, the only categories that allow booking from the public interface like this are:
'Staff (Confirmed)', 'Staff (Tentative)' and 'Student (Confirmed)'.

Protected status
The ‘Protected’ field is available for all categories.
If the category is open for public bookings (two columns of settings), then maybe see if the checkbox "Protected" ‘Protected' is also ticked:

If so, look in Functions > Check access rights if the user is allowed to edit "protected events".
