Find the category that is applied to the booking and click on this category
Check what is shown in the right column of the right hand pane for this category.
Categories that have not been set up to not allow editing from the public interface will show the text

Protected status
The ‘Protected’ field is available for all categories.
If the category is open for public bookings (two columns of settings), then maybe see if the checkbox "Protected" ‘Protected' is also ticked:

If so, look in Functions > Check access rights if the user is allowed to edit "protected events".
